Can a city without traffic lights ?

One theory pinpoints what would happen in the absence of road signs.
Instead of aggressive driving , respect for others and caution that pedestrians would retake the role of the streets.
And there is a precedent in the Netherlands.

Some think that it is possible. There is precedent in any town in the deep Spain (where there is only one traffic light to the entrance and one at the edge of town )Sometimes there are many economic interests to prevent this change ,with 10% of traffic lights would be enough .

Some argue that If there are no traffic light, movement will not be so smooth as before, and sometimes there will be a cash , causing more accidents.

I think it depends. in some remote area, with one traffic light or  without traffic light, it will be ok. no cash, no accident.

But in city with large population , no tracking light means no rules, the movement will be in a mass. no mention of aggressive driving. what a horrible it will be.
